East Bali Property Guide: Sidemen, Candidasa, Amed and Tulamben

Buying East Bali property? Sidemen, Candidasa, Amed and Tulamben explained: Mount Agung’s hazard zones, temples, the coast, water and what to check.

East Bali property means Karangasem regency: the rice fields of Sidemen, the coast at Candidasa, and the salt-making and diving shore of Amed and Tulamben, all below Mount Agung. Before you buy here, check four things closely: the volcano’s hazard zones, the large zones around major temples, the beach setback and the water supply. This guide explains each, as of October 2026.

Where is East Bali, and what is it like?

Karangasem fills the eastern end of Bali, with Mount Agung at its center and the regency government in Amlapura.

  • Sidemen is a farming district along the Unda river (Tukad Unda), with rice fields, hills and views of Mount Agung, known for handwoven tenun and songket cloth.
  • Candidasa lies on the coast where Manggis and Karangasem districts meet; its Candi Dasa temple is in Bugbug village, Karangasem district.
  • Amed, in Abang district, is a coastal area where salt is still made by hand. Abang also has Pura Lempuyang Luhur and the water garden of Tirta Gangga.
  • Tulamben, in Kubu district on the northeast coast, is a tourism village built around diving.

Pura Besakih, on Agung’s slopes in Rendang district, is one of the Sad Kahyangan, the island’s main temples.

Mount Agung and the coast

Mount Agung

Agung’s last period of unrest began in September 2017. In November 2017 it was at the highest alert level, IV (Awas), with a danger zone of 8 to 10 km around the crater; the last eruption was in June 2019. The level fell to II in July 2020 and to I (Normal) in September 2021. Levels can change at any time, so check the current level on MAGMA Indonesia, the government’s volcano service, before you sign.

Two things last even at Level I. Rivers that rise on Agung can carry lahars (volcanic mudflows) after heavy rain. And Indonesia maps hazard zones (KRB, Kawasan Rawan Bencana) around active volcanoes: KRB III, around the summit, can often be hit by pyroclastic flows (hot clouds of gas and rock), and permanent homes are not recommended there; KRB II faces these flows, lava, heavy ash and lahars; KRB I, furthest out, lahars and ashfall. Perda Karangasem 17/2012, the regency’s spatial plan, limits the growth of settlements in disaster-prone areas and protects the forest on Agung.

The coast

At Amed, farmers dry seawater in troughs of split coconut trunk in the dry season, and Amed salt has had a geographical-indication certificate since December 2015. Off Tulamben, the wreck of the USAT Liberty, a US Army ship that ended up in the sea after Agung’s 1963 eruption, lies 10 to 30 m deep. The regency plan sets aside the waters at Tulamben and Candidasa as marine nature parks. Erosion affects sandy beaches in parts of Karangasem, Candidasa included.

Everyday life and services

Amlapura has the regency offices and the government hospital. When you view a property, check car access, the internet and power backup, and what the village (banjar) expects of residents.

In the dry season, upland villages in Kubu, Abang, Bebandem and Karangasem districts can run short of clean water, and the regency’s disaster agency (BPBD) delivers water when a village head asks. Ask where a property’s water comes from in the dry season.

Getting there from the airport and the south

This is our rough estimate by road outside rush hour; traffic, ceremonies and mountain roads can add a lot.

Healthcare and schools

In an emergency, call 119 or 112; our guide to healthcare in Bali covers insurance and medical evacuation. Check schooling before you buy if you have children.

Buying East Bali property: what to check

Foreigners cannot hold freehold (Hak Milik). They can lease land, hold Hak Pakai for one home, or buy through a PT PMA (foreign-owned company), as our guide to buying property in Bali as a foreigner explains; Perda Bali 4/2026 bans nominee ownership. Then check the plot:

  • Zone: the regency plan is Perda Karangasem 17/2012 (2012–2032), amended by Perda Karangasem 17/2020. Sidemen also has a detailed plan from April 2025 (Perbup Karangasem 14/2025) with farming, housing and tourism zones. Get the zone confirmed in writing by the regency’s public works and spatial planning office (Dinas PUPR).
  • Farmland: Perda Bali 4/2026 strictly controls the conversion of productive farmland, Sidemen’s rice fields included. Price a rice field as farmland.
  • Coast: the 2012 plan sets a setback of at least 100 m from the highest tide line, adjusted on cliff coasts. Confirm the current line with Dinas PUPR, and ask whether the shore is eroding.
  • Rivers: river setbacks apply, and valleys that drain Agung can carry lahars.
  • Temples: the 2012 plan sets a sacred zone of at least 5,000 m from the outer wall of Sad Kahyangan temples, here Besakih (Rendang), Pasar Agung (Selat), Lempuyang Luhur (Abang) and Andakasa (Manggis), and at least 2,000 m for Dang Kahyangan temples. Ask what may be built inside.
  • Volcano: ask BPBD Karangasem or the planning office which hazard zone the plot is in.
  • Water, road, permits: confirm the water source and legal road access; for a villa, ask for the PBG (building approval) and SLF (certificate of fitness for use).

Renting out a villa in East Bali

A monthly or yearly lease is a contract. Holiday stays are a licensed tourist-accommodation business that needs a suitable zone, a PBG and SLF, and licenses a foreigner cannot hold personally; since May 2026 Bali has closed the OSS licensing system to new foreign-owned applications in 18 business lines. Our guide to renting out a villa in Bali explains the rules and taxes; we make no promises about bookings.
