North Bali Property Guide: Lovina, Munduk and Pemuteran

North Bali property explained: Lovina, Munduk and Pemuteran, the long drive from the airport, hospitals, zoning and what to check before you buy.

North Bali property means Buleleng regency: Lovina’s dark volcanic beaches, the cool clove hills around Munduk and the reefs of Pemuteran, with Singaraja as the regency town. Whether you are eyeing a Lovina villa for sale or land in the hills, here is what each place is like, how far it is from the airport, and what to check before you buy, as of October 2026.

Where is North Bali, and what is it like?

Buleleng covers Bali’s north coast and the hills behind it. The mountains of central Bali lie between it and the south, which is why it feels far from Canggu and the airport. Its main places are very different:

  • Lovina runs along more than 8 km of coast through Kaliasem, Kalibukbuk, Anturan and Tukad Mungga, with Kalibukbuk as its center, about 9 km from Singaraja. It is quieter and slower than Kuta or Seminyak.
  • Munduk is a hill village at roughly 500 to 1,500 meters, cool and often misty. Clove trees cover much of the hillsides, and coffee has been grown here since Dutch colonial times.
  • Pemuteran, in the northwest, is a farming and fishing village between the sea and the hills, with small-scale tourism around its beach.
  • Singaraja is the regency town. It was the capital of the Dutch residency of Bali and Lombok, and stayed Bali’s capital until the provincial capital moved to Denpasar between 1958 and 1960.

The coast, the reefs and the lakes

Lovina’s beaches have volcanic sand, grey to black. Dolphins are the main sight, usually around sunrise, watched from jukung (traditional outrigger boats) that leave from the beach. Divers and snorkelers come for the underwater life off Lovina and Pemuteran, where a long-running reef restoration project in the bay can be seen on a snorkel from the beach. The coast faces the Bali Sea, not the open Indian Ocean of the southwest, but that is no promise of safe swimming.

Munduk’s waterfalls and the twin lakes

Melanting (Munduk) Waterfall and Labuhan Kebo waterfall lie just outside Munduk, in neighboring Gobleg. Nearby are the twin lakes Buyan and Tamblingan. The lakes and their forest form a protected nature recreation park, Taman Wisata Alam Danau Buyan–Danau Tamblingan, managed by the state conservation agency (BKSDA). They are also sacred: four customary villages, Gobleg, Gesing, Umejero and Munduk, care for many temples there and guard the forest and lake. The lakes are silting up, and after heavy rain they can flood nearby land.

Everyday life and services

The villages are far apart, so daily life centers on your own village and trips into Singaraja, where the regency offices are. Ask the owner whether the banjar (neighborhood association) asks residents for a contribution, test the mobile signal and internet, and check that a car can reach the gate.

Getting there: North Bali to the airport and Canggu

This is our rough estimate by road outside rush hour; traffic, ceremonies and mountain roads can add a lot.

FromNgurah Rai AirportCanggu area (our office in Tibubeneng)Denpasar
Lovina (Kalibukbuk)107 km, about 3.5 hours87 km, about 2.5 hours94 km, about 2–3 hours
Singaraja113 km, about 3.5 hours93 km, about 3 hours99 km, about 3 hours
Munduk87 km, about 2.5 hours67 km, about 2 hours74 km, about 2.5 hours
Pemuteran140 km, about 3.5–4.5 hours124 km, about 4 hours135 km, about 4 hours

The usual route from the south climbs over the mountains past Bedugul; the alternative, around the west through Gilimanuk, takes much longer to Lovina.

Healthcare and schools

The regency’s general hospital is RSUD Kabupaten Buleleng, Jl. Ngurah Rai No. 30, Singaraja (0362 22046), and the private BaliMéd group also runs a hospital in Buleleng. In an emergency, call 119 or 112. Ask which specialists each hospital has: some care may mean the long trip to Denpasar. See our guide to hospitals and healthcare in Bali. We have not reviewed schools in North Bali, so contact schools directly.

Buying North Bali property: what to check

Foreigners cannot hold freehold (Hak Milik). The routes are a long lease, a foreign-owned company (PT PMA) holding HGB (right to build) for a real business, or Hak Pakai (right of use) for a house of at least IDR 5 billion in Bali; nominee deals are void. Our guides to buying property in Bali as a foreigner and buying land in Bali explain each. Here, check the plot as closely as the house:

  • Zone: Buleleng’s spatial plan, Perda Buleleng 4/2024 (2024–2044), has applied since August 2024 and replaced the 2013 plan, so older maps may be outdated. Detailed plans (RDTR) exist for the Singaraja urban area (Perbup Buleleng 5/2021) and the Gerokgak urban area (Perbup Buleleng 32/2024); ask whether one covers your plot. Have the regency’s public works and spatial planning office (Dinas PUTR) confirm in writing what the zone allows.
  • Farmland and terraces: since about late February 2026, Perda Bali 4/2026 strictly controls the conversion of productive land. We found no 2025–2026 rule specific to Buleleng. Ask whether a clove or coffee garden counts as productive land, and price rice fields as farmland.
  • Coast and rivers: building is restricted within at least 100 m of the highest tide line (Perpres 51/2016), with the exact line set by the regency, and along rivers.
  • Lakes and forest: the park around Buyan and Tamblingan is protected and sacred. Near it, ask the regency and BKSDA before you consider any plot.
  • Temples: Pura Pemuteran is a Kahyangan Jagat temple (a public temple for all Hindus, not only the village). Major temples have protection zones whose size depends on the temple’s status, so ask the regency and the customary village what may be built nearby.
  • Hazards: ask about drainage and landslides on slopes, flooding near the lakes, and high tides and erosion on the coast.
  • Water and access: ask whether there is piped water (PDAM) or a well or spring, and whether trucks can reach a building plot.
  • Permits: for an existing villa, ask for the PBG (building approval) and SLF (certificate of fitness for use).

Renting out a villa in North Bali

Our long-term rentals are in the southwest (see our villas for rent); in North Bali we sell villas and land. If you rent out a home here, the island-wide rules apply. A monthly or yearly lease is taxed at 10% of the gross rent. Holiday stays are a licensed business, needing a suitable zone, a PBG, an SLF and a business ID number (NIB) held by an Indonesian person or company or a PT PMA, plus the regency’s tax of up to 10%. Since May 2026, Bali has closed OSS, the licensing system, to new foreign-owned applications in 18 business lines, including renting out property. Our guide to renting out a villa in Bali explains each step; test any income figure against licenses, tax and real costs.
