Living in Uluwatu: A Buyer’s Guide to Pecatu and Ungasan
Living in Uluwatu: cliffs and surf beaches, water supply, the temple zone and the checks to make before you buy a villa or land in Pecatu or Ungasan.
Living in Uluwatu means cliffs, surf beaches reached by steps, and a peninsula where water supply and building rules need careful checking. This guide covers Pecatu (Uluwatu, Bingin, Padang Padang, Balangan and Suluban) and neighboring Ungasan: what the area is like, travel times, and what to check before you buy a villa or land here.
Where is Uluwatu, and what is living in Uluwatu like?
“Uluwatu” usually means the southwest corner of the Bukit peninsula, the hilly tip of Bali south of the airport. Almost all of it is Pecatu, a village (desa) in Kuta Selatan (South Kuta) district, Badung regency, and also a customary village (desa adat) with its own rules.
From south to north, the coast runs past Suluban (also called Uluwatu beach), Padang Padang, Bingin and Balangan. Some housing around Balangan lies in neighboring Jimbaran, so check the village named on any certificate. Villas, homes and tourism businesses line the cliff tops and roads. Ungasan, the next village east, shares the cliffs and the water supply.
The coast: cliffs, surf beaches and temples
The coast is high limestone cliff with small beaches below. Padang Padang is reached through a cave-like passage and down a long, narrow stairway, Suluban through a cave; Balangan has road access. Several are surf beaches, and Bingin’s reef makes it a poor place to learn.
Pura Luhur Uluwatu, one of Bali’s six Sad Kahyangan temples, stands on the cliff top at the southwestern tip. The cliffs are steep, and cracks in the cliff at the temple needed repair work in 2024. Beaches are sacred too: Bali’s current spatial plan (Perda Bali 2/2023) counts them among sacred areas, there is a sea temple at Labuan Sait beach, and villages hold ceremonies such as melasti, the procession before Nyepi (the day of silence), on the shore.
Everyday life and services
When you view a villa, check car access to the gate, building work next door and the internet. Ask the owner about the banjar (neighborhood association) and any contributions it asks of residents.
Water needs its own question. South Badung’s piped water comes from the regency’s utility, Perumda Tirta Mangutama, and household supply is often disrupted because the source cannot keep up with demand. In mid-2023, a pipe repair cut mains water to Pecatu, Ungasan and Balangan for more than a week. Ask how the villa gets water when the mains stop (storage tanks, a well or deliveries) and what it costs.
Getting there: Uluwatu to the airport, Canggu and Denpasar
These are our rough estimates by road outside rush hour; traffic and ceremonies can add a lot. The main road off the peninsula runs through Jimbaran and past the airport, and both are often congested.

Healthcare and schools
There are clinics in the area; for emergencies or a hospital stay, you drive to Nusa Dua, Kedonganan, Kuta or Denpasar.
| Hospital | Where | Run by |
|---|---|---|
| BIMC Hospital Nusa Dua | ITDC area, Nusa Dua | Private |
| Kasih Ibu Hospital | Jl. Uluwatu, Kedonganan, near Jimbaran | Private |
| BIMC Hospital Kuta and Siloam Hospital | Kuta | Private |
| RSUP Prof. Ngoerah | Denpasar | Ministry of Health; emergency unit open 24 hours |
In a medical emergency, call 119 (the national medical emergency line) or 112. See our guide to healthcare in Bali. We have not reviewed schools on the Bukit, so check the school run before you buy.
Buying a villa or land in Uluwatu
Foreigners cannot hold freehold (Hak Milik). The routes are a long lease, Hak Pakai (right of use) for a house of at least IDR 5 billion in Bali, or a foreign-owned company (PT PMA) holding HGB (right to build); see our guides to buying property in Bali as a foreigner and buying land in Bali. Then check every Uluwatu villa for sale, or plot, for these points:
- Zone: Badung’s spatial plan (Perda Badung 4/2025) places tourism areas in Kuta Selatan, but only the official map shows whether your plot is in one. If it is farmland, Perda Bali 4/2026 strictly controls its conversion; price it as farmland.
- Temple zone: the 1994 Bhisama (religious ruling) of the Hindu council PHDI sets a sacred radius of at least 5 km around Sad Kahyangan temples, from the outer temple wall. Bali’s 2009 spatial plan (Perda Bali 16/2009) allowed only Hindu religious facilities inside it, no tourist accommodation, and the Supreme Court rejected challenges by members of Pecatu’s customary village. Suluban, Padang Padang and Bingin lie within about 4 km of the temple, by our map estimate. How today’s plans apply the radius is unclear, so ask the regency’s spatial planning office (Dinas PUPR) to confirm in writing.
- Cliff edge and beach: Badung’s plan protects cliff (ravine) setbacks, and national rules (Perpres 51/2016) set the beach setback at least 100 m from the highest tide line; the regency plan fixes the exact line. Ask where the protected lines run.
- The certificate: in July 2025, 48 unlicensed buildings at Bingin beach, standing on regency land, were demolished after written warnings. Have a notary/PPAT (land deed official) check the certificate at the land office, and compare the walls with its boundary.
- Water and access: ask about the mains connection and backup water, and check that the access road is public or secured in writing.
- Permits: for an existing villa, ask for the PBG (building approval) and SLF (certificate of fitness for use), and check that they match what is built.
Our Bali zoning guide explains each check. Our office is in Tibubeneng in the southwest, and we sell villas and land across Bali, including Uluwatu and Ungasan: browse our villas for sale and land for sale in Uluwatu and Ungasan. Our long-term rentals are all in the southwest (villas for rent); here we sell villas and land.
Renting it out
A yearly or monthly lease is a contract, and the owner pays a 10% final tax on the rent. Holiday rentals are a licensed business: the zone must allow tourist accommodation, and you need a PBG, an SLF and a business ID number (NIB). Since May 2026, the licensing system (OSS) has been closed in Bali to new foreign-owned applications in 18 business lines, including renting out property; check the current status with a licensing consultant. See our guide to renting out a villa in Bali, and test any income projection yourself.
Who Uluwatu suits
| Good fit if you... | Think twice if you... |
|---|---|
| want cliffs, ocean views and surf beaches nearby | want an easy swim: many beaches need steps, and rip currents can be strong |
| fly often: the airport is about 20–50 minutes away | need Canggu or Denpasar daily: about an hour each way, more in traffic |
| can check zoning, the temple zone and the cliff edge carefully | want a quick purchase without written checks |
| are ready to plan for water storage and backup | expect reliable mains water every day |
Times are our rough estimates outside rush hour.
Frequently asked questions
Can foreigners buy a villa in Uluwatu?
Not as freehold, which is for Indonesian citizens only. Foreigners can take a long lease, hold Hak Pakai (right of use) on a house of at least IDR 5 billion in Bali, or buy through a PT PMA holding HGB. Nominee arrangements are void, and Perda Bali 4/2026 bans nominee land ownership.
Can you build near Uluwatu temple?
Ask before you buy. Pura Luhur Uluwatu is a Sad Kahyangan temple, and the 1994 Bhisama protects at least 5 km around such temples; Bali’s 2009 spatial plan allowed no tourist accommodation inside that radius. Have the regency’s spatial planning office confirm in writing how today’s plans apply to your plot.
Does Uluwatu have water problems?
It can. Mains supply in south Badung is often disrupted, and in mid-2023 Pecatu, Ungasan and Balangan went more than a week without mains water during a pipe repair. Ask how a villa gets water when the mains stop.
Can you swim at Padang Padang and the other Uluwatu beaches?
Take care. These are small beaches below cliffs, several with surf and reef, and rough seas and strong rip currents have caused drownings at popular beaches in Bali. Check conditions first and follow lifeguards where they are on duty.
